Ward18 Talks: Revenue Tools and Events Update

Dear Neighbours,

I am sending you this special edition of my e-newsletter to invite you my Ward18 Talks: Revenue Tools panel discussion and to update you about various important upcoming community meetings and initiatives.

The City of Toronto is renewing its Long-Term Financial Plan – a roadmap for how the City will make investments in the future. City Council has adopted economic, social, and environmental strategies that can lead Toronto forward. A Long-Term Financial Plan with well-articulated aspirations, clear priorities, multi-year spending and revenue targets, and effective planning processes can help us realize that vision.

As we review the city's long term financial direction, many have said that revenue tools need to be part of the discussion to pay for the kind of city that we want. As part of my Ward18 Talks speaker series, I am hosting a panel discussion in our community to discuss the implications and benefits of implementing new revenue tools on Thursday November 17, 2016 at 6:30pm at the New Horizons Tower (1140 Bloor St W). In addition to Ward18 Talks, there are several important community events and meetings coming up this month including a Ward 18 Laneway Suites Community Consultation, a 640 Lansdowne Community Meeting, a West Queen West Heritage Conservation District Community Meeting, our Ward 18 Community Holiday Party and many more. I hope to see you at these events and to hear your feedback and ideas as we work to build our city and make our community a better place to live, work and play for everybody.

A survey to name the new park at Dufferin and Peel has now opened. The new park will include a square with water jets, seating, grass areas and a connection to the future extension of the West Toronto Railpath. Ward 18 Talks: Revenue Tools

The City of Toronto is one of the fastest growing urban centres in Canada, but in the face of this growth the City is facing some very serious budgetary challenges. As a result, the City is currently reviewing its long-term financial direction with an emphasis on moving towards fiscal sustainability.

The City is working hard to make the necessary investments in services and our infrastructure that Torontonians rely on. Some of this includes significant investments to repair and expand our overcrowded transit system, to repair our roads and bridges, and to expand our poverty reduction efforts. Since my election in 2010, the City has worked hard to control expenditures by modernizing the delivery of various services and through cost sharing our programs. As a result, City expenditures between between 2011 and 2016 grew at a rate of 2.3% annually, lower than the previous 6.0% annually from 2005 to 2010.

The City also has the lowest property taxes in the GTA and our efforts to keep our property taxes affordable for residents has been supported by the significant revenue growth of the Municipal Land Transfer Tax (MLTT) which brought in over $500 million in revenue last year. Revenue growth of the MLTT is not expected to grow at the same level as before, we must think about the services we provide as a City and what kind of city we want to live in. In addition, Ward 18 has also experienced some of the highest growth in property values across the City which may result in a property tax increase for some households over and above any inflationary increases that City Council decides to implement. Therefore, it is important that we also discuss and consider how to maintain the affordability and livability for residents in our community.

Many have said that our current revenue streams are not sufficient to pay for our current services, make the needed investments to tackle our $29 billion backlog in Council approved capital projects and combined with a loss in Provincial pooling funding, the City will be looking at ways to build the city we want and maintain Toronto's strength. 

This edition of my Ward18 Talks speakers series will focus on the City's fiscal sustainability and will bring in three expert city building panelists to discuss with our community the implications and benefits to of implementing new revenue tools. Naming the Dufferin-Peel Park

As part of the community benefits secured from the development at 11 Peel, a new public park will be constructed at southeast corner of Dufferin St and Peel St. The new park will include a square with water jets, seating, grass areas and a connection to the future West Toronto Railpath Extension.

Residents have the opportunity to cast their ballots and vote for their preferred name of the new park to be built at Peel and Dufferin. Voting is open for two weeks from November 4, 2016 to November 18, 2016!

The choices for the naming are:

  • Pessoa Park ("pessoa" is the word for 'person' in Portuguese, and is intended to highlight the park's role as a community gathering place)
  • Peel Park

Dufferin Grove Park and Clubhouse Improvements Community Meeting - St. Wenceslaus Church (496 Gladstone Ave) - Thursday November 24, 2016 from 7pm to 9pm

The City of Toronto has identified an opportunity to improve the north-west corner of Dufferin Grove Park. City staff are beginning to explore opportunities to improve the clubhouse and surrounding area, and would like to work with the community to identify a shared vision that retains and respects existing programs, while providing new opportunities for programs and community gathering.

Ward 18 Laneway Suites Community Consultation - St. Mary's Catholic School (66 Dufferin Park Ave) - Monday November 28, 2016 starting at 7pm

I have been working with my colleague, Councillor Mary Margaret McMahon (Ward 32, Beaches-East York), Evergreen, and Lanescape to advance the idea of building laneway suites in Toronto. The specific type of laneway suites that we are looking at would be serviced (water, sewage, electricity) from the main house and the land would not be able to be severed or sold separately.

Laneway suites take advantage of underused laneway spaces, like garages and parking pads to construct additional housing – gently increasing density and respecting the existing character of our neighbourhoods. By introducing a new diversity to the housing supply, much like basement apartments, laneway suites have the potential to provide an additional income for homeowners and can be well suited for aging seniors or adult children who want to be close to their existing family support systems.

The end goal is to produce a consultant’s report to establish laneway suites performance standards for the Toronto and East York Community Council District and to conduct two pilot projects; one in Ward 32 in the east end and one in our Ward in the west end.

West Queen West Heritage Conservation District Community Consultation - Theatre Centre (1115 Queen St W) - Tuesday November 29, 2016 starting at 6pm

The City is holding a community meeting on the West Queen West Heritage Conservation District (HCD) Study where you can ask questions of City Staff and share your comments.

640 Lansdowne Community Meeting - Propeller Coffee Co. (50 Wade Ave) - Wednesday November 30, 2016 starting at 6pm

As you may be aware, the vacant TTC lands at 640 Lansdowne were recently designated for redevelopment through the City of Toronto's Open Door Program to build affordable housing.

I am holding a meeting on Wednesday November 30, 2016 at 6pm at Propeller Coffee Co. (50 Wade Ave) to discuss with our community the ideas and possibilities on this site. This meeting will be an important opportunity to feed the community's ideas into shaping an RFP for this site. I hope you are able to join me and your neighbours for this important conversation.

Important Notices

Dufferin Bridge Widening Transit Diversions

Metrolinx is carrying out work to expand the north side of the Dufferin Street Bridge at Queen Street which carries the Kitchener GO Transit Corridor. Expanding the bridge will support the ongoing work to bring electrified SmartTrack and GO Regional Express Rail transit service to the West Queen West community. This work will also accommodate the space required for the proposed southward extension of the West Toronto Railpath. Metrolinx expects to complete the bridge project by June 2017.

In order to ensure the safety of the public and construction crews, and to complete the bridge expansion in a timely manner, Dufferin Street will be closed to vehicles and pedestrians from Queen Street West to Peel Avenue from September 12, 2016 to December 31st, 2016. During this closure, traffic will detour via the old "Dufferin Jog" route of Peel, Gladstone and Queen.

During this work, residents and businesses in the area can expect an increase in noise and construction activity. Crews will also need to conduct work in the evening and overnight periods when trains are not operating for safety concerns. Overnight lighting will be focused away from homes when possible and noisier work will be undertaken during the daytime to reduce evening disruptions. This accelerated work schedule aims to mitigate community impacts and reduce the duration of work. You can read the complete project notice for this project by clicking here
